"If you watched the interview with Anthony Russo from Brazilian Comic Con, but he said yesterday that Steve and Tony are the central characters in Civil War and implied that they have the most focus and screentime. So it's not going to be all about Bucky; the trailer was simply misleading."

Russo's exact quote was: "Yes, some people have more prominent roles than others in the movie. It’s a Captain America movie, it’s the most prominent role. Iron Man is the next most prominent role because he has that primary point of view that’s pushing against Captain America in the film." And later on when asked if it's a Cap movie or Civil War, he said it's 50/50.
